PROJECT DESCRIPTION
With an ethnically diverse population of more than 707,000, Winnipeg is the ninth largest city in Canada and an economic force on Canada’s prairies. Winnipeg Transit operates 640 buses that drive about 30 million kilometres on 93 routes, moving nearly 50 million passengers a year.
Black & McDonald is the exclusive integrated design-assist subcontractor on the P3 team, working with Plenary and PCL. The project involves the continuation of the dedicated Transitway in Winnipeg from Pembina Highway and Jubilee Avenue to the University of Manitoba, as well as the widening and reconstruction of Pembina Highway beneath the Jubilee Overpass. The goal of the project was to increase transit reliability, and reduce travel times and congestion on local roads.
B&M SCOPE OF WORK
The project’s scope includes:
- 7.6 km of dedicated Transitway, including 500 new poles with LED luminaires, a combo of cobrahead type for roadway and post-top poles and luminaires for stations, active transportation pathways, and pedestrian areas
- Widening of Pembina Highway beneath the Jubilee Overpass
- Construction of eight Transitway bus stations including parking lots and integrated lighting controls for the lighting to control various scenarios at IGF station bus depot
- Building eight bridge structures
- Utility and drainage relocations
- Erecting and upgrading traffic signals
- Constructing two pumping stations
- Rail relocations
A portion of the Transitway was completed in June 2017 to accommodate a number of early access events scheduled to take place prior to the scheduled substantial completion date of October 2019.
The consortium was responsible for self-performing the operations, maintenance and rehabilitation services throughout the 30-year concession term including operations, maintenance and rehabilitation on the new infrastructure and operations and maintenance on Stage 1 infrastructure.
BENEFITS TO CLIENT OR PROBLEM(S) SOLVED
The project will accommodate anticipated population growth in southwest Winnipeg that is predicted to create a 40 percent traffic increase on Pembina Highway by 2030. Once completed, its improvements, which meet the Council-approved 2011 Transportation Master Plan, will allow for transport options (buses, active transportation, cars, and trucks) in a more sustainable and integrated manner. The project is being built to comply with ISO 9001 (2015) standards.
